I offered a solution of the Straits problem by suggesting that the Keil Canal in Denmark, the Rhine-Danube waterway from the North Sea to the Black Sea, the Black Sea Straits, the Suez Canal and the Panama Canal be made free waterways for the passage of freight and passengers of all countries except for the fees for their necessary operation and maintenance. The only objection to the plan was that it was made too suddenly without any previous conversations. It is still feasible and proper.
