Washington, D. C. Former President Harry S. Truman, making one of his rare appearances on Capitol Hill before a congressional committee, reflects three moods as he testifies today before a Senate Judiciary Subcommittee. He was alternately talkative, stern, and smiling as he discussed the question of revoking the 22nd amendment to the Constitution which limits a chief executive to two terms in office.
