Mr. Truman is referring to American POWs in Russian-occupied territory after World War II. Short clips of Harry S. Truman talking about Charles De Gaulle and France; that he had patience with De Gaulle and we helped France out of the doldrums. Mr. Truman says "It takes men to make history; history does not make the man." There is footage of De Gaulle. Truman, at end, says "We had been so close to the war . . ."
