Truman made a speech following General Marshall's return to Paris He addressed a desire to fix world peace, mentioning the development of the U.N., especially in Paris. This document addresses an aggressive Soviet policy towards the U.S. Truman advocated in his speech the non-aggressive approach, because any "unilateral" actions may provoke the Communists.
A diary of a White House employee mentions a press leak of a "Vinson Project". The woman heard that the leak was caused by someone in the state department trying to sabotage the President. Read more hints about the secretive "Vinson Project".
This site associates the name Vinson with the atomic bomb. A third article details how Truman's campaign was doomed unless foreign affairs changed. A plan was formed to send a Chief Justice Vinson to meet with Stalin. Though Truman ran into opposition and canceled the mission, the press leak of October 9 was enough to sway opinion against Truman.
