Major General Louis W. Truman (front row, right) stands alongside twenty-three soldiers who received promotion to the United States Army grade of E-8 (Master Sergeant), the second highest rank among enlisted men. All others are unidentified. This ceremony probably took place at Fort Lewis, Washington.
