of the legislative counsel of the U.S. Senate, 1934-46; Administrative
Assistant to the President of the United States, 1947-50; and
Special Counsel to the President, 1950-53. Subsequent to the Truman
Administration Murphy served as Under Secretary of Agriculture,
1960-65; and chairman of the Civil Aeronautics Board, 1965-68.
